The cache is about 1.1 miles down a dirt road from Highway 139.  I hiked from the highway to place this cache and "02Bhkn likes the views" but other options are possible.  Please follow "leave no trace" guidelines if you choose wheeled travel and don't make ruts.  Be aware the road is dirt with some overhanging bushes and narrow spots.

Highway 139 is sometimes closed for avalanche control or dangerous conditions.  The cache is about four feet above ground level and right along the road, so it should be possible to find it if the highway is open.

On my way back to Spokane after a few days in Utah. I am chasing down counties on my drive back and happened to come across a few new publications on my route. Well of course I take the detour to try for it. Found it and look no ink on the log yet. I will claim FTF and move on.
