Decided to go out and since I’d work this puzzle a while ago decided to do the find. Why are Navy types so fascinated with floating ghettos? They make great target for sea control platforms (read B-52 or B-1 here with a nice anti-shipping munition); I have more but can wait till we see each other sometime. The cache was a nice quick grab, no locals since I was nice and early. Appreciate the placement and the puzzle!
