It's by the trees, in a container that has black electrical tape on the bottle, but the cap is bright. You'll have to travel past the bench and smoking area. It's closer to the ditch.

Thanks to SeekDaCache with a replacement cache and updated coordinates: N 39° 55.508 W 104° 58.129, I was able to find the cache this time. Earning pirate coins in the summer challenge!
