As TexDoc said, this cache is on the ground. What wasn't said - it is no longer a bison tube but there is plenty of room on the log for future signatures. SL. Thxs for this puzzle.

I worked along Powers Blvd today in very pleasant weather.
Solved some time ago.
I didn't see anything that matched the explicit hint and was about to give up when I saw the container on the ground several feet away from the GERR.
I retrieved it, signed in and placed it on the side of the GERR specified by the hint but it is now untethered and at a lower altitude.

Cache is otherwise in good shape.
