I pass this thing a few times a week.  My brain always said "cheese grater" but upon closer inspection, it turns out I was wrong.  But given its location and the name and seeing it up close, it all makes sense to me now. Pretty cool use of inside and outside parts in a whimsical arrangement. No need to take your feet off the ground. 

P.S. It looks grate (I mean great) at night too!
