The cache isn't at the posted coordinates, it is a short distance downstream along the bikepath.

At the posted coordinates, you will find a nice art piece embedded in the wall. It consists of 6 rows and 6 columns.

Beginning in the upper left (R1C1), number the columns 1 - 6 left to right. Number the rows 1 – 6 top to bottom. Lower right is R6C6.

Was in the area racing for a first to find close by this one, so I couldn't pass it up. A really nice day to take a quick walk over to this one. Originally I got my rows and columns backward, but somewhat quickly discovered my mistake. After that, this one was solved fairly quickly. While I was sitting at the word wall, I noticed a larger cleanup effort going on near the river. That's always nice to see! Nice walk over to the final, and a quick find on it.
