Lots of construction in this area (adjacent parking lot, alley from Mountain to Oak, etc) Parking lot is at least partially closed. I didn't find the cache. But the coordinates on my GPS and the ones on Google Maps pointed to a spot in the middle of the parking lot on solid pavement all around. Perhaps there was once a structure there that was home to the cache that has been moved due to the construction or the coordinates are off. The hint suggests a brick or brick wall. The only brick wall nearby was part of a business meaning off limits. I found a loose brick on the ground that had some holes in it that could have housed a cache but the holes were empty. I suspect the construction has compromised the cache.
