If this is hidden the way I think it is according to the hint, the cache might be gone after a renovation. There is no skirt that I can see.

Omg Sunday is not the day to look for this one. I have come by here three times and every time there are people unloading recyclables. Good for them bad for me I’m going to look for one more geocaches the area and then swing by one more time
