Frances Jacobs became a driving force for the city of Denver’s charitable organizations and activities, with national exposure. Among the philanthropical organizations she founded, she is best remembered as a founder of the United Way and the Denver's Jewish Hospital Association.

Frances Wisebart was born March 29, 1843, in Harrodsburg, Kentucky, to Leon and Rosetta Wisebart.

Frances was a school teacher in Cincinnati, Ohio before she married Abraham Jacobs on February 18, 1863. After their marriage, the newlywed couple traveled by wagon to Colorado where Abraham Jacobs and Frances' brother, Jacob Wisebart had established stores in Denver and Central City.

Frances Wisebart Jacobs, became involved in Denver charitable activities shortly after settling in Denver.  She was described as a "frail woman with an unfailing sense of humor. "She became a forceful, persuasive speaker engaging and inspiring support for Denver's charitable organizations.

Frances Wisebart Jacobs was quoted in the Rocky Mountain News, August 27, 1888, as having said: "I know that whenever women lead in good work, men will follow."

In 1887, Frances Wisebart Jacobs, alone with the Rev. Myron W. Reed, Msgr. William J.O’ Ryan, Dean H. Martyn Hart and Rabbi William S. Friedman put together an idea that became the nation's first united campaign, benefitting 10 area health and welfare agencies. They created an organization to collect the funds for local charities, to coordinate relief services, to counsel and refer clients to cooperating agencies, and to make emergency assistance grants for cases that could not be referred. In 1887 Denver raised $21,700 for this greater good, and created a movement that would become United Way. 

Frances Wisebart Jacobs, was known as "Mother of Charities", and soon recognized the need for a tuberculosis hospital in the Denver area. After joining forces with a young rabbi, William Sterne Friedman, they raised enough money to buy some land and erect the hospital.

On October 9, 1892, the hospital’s cornerstone was laid. The original hospital was completed in 1893 and was to be named the "Francis Wisebart Jacobs Hospital" after its founder. However Francis died of pneumonia before the hospital opened.
