Either a gate or orange barrels stop from detouring so you can complete your task.

Relax and the joy of your goal will show itself at the end of this  fence line.

It looks like a garbage truck dumped a few loads further south and now they have orange rope across the road but you can still retrieve this cache & turn around right there. Hopefully the city will clean this mess up soon.
