Leap Year Rules

It's a bit of an over-simplification to say that leap years occur every four years. There's a little more to it than that.

Here are the rules, according to the Old Farmer's Almanac:

A year may be a leap year if it is evenly divisible by 4.

Years divisible by 100 (century years such as 1900 or 2000) cannot be leap years unless they are also divisible by 400.
(For this reason, the years 1700, 1800, and 1900 were not leap years, but the years 1600 and 2000 were.)

Leap Day is the rarest birthday in the Gregorian calendar.
What do you call people born on Leap Day?

You can validate your puzzle solution with certitude.

WOO-HOO! The puppy and I are enjoying a lovely day of caching around the general Parker area before somebody I've never heard of special event soon, JK! We parked nearby to begin our stroll, the Prairie Dogs nearby kept Boone on his toes as we walked by. Found the nifty container without issue and happily deposited my ink and replaced as found. Off to the next one of the list nearby, thanks Buddy! Cheers/Prost/Slàinte Mhath!

Naturally Feb 29 was a work day this year, so I could only make it to one local event. You know, if God had made the world with nice even ratios for day length, year length, etc. that would have been so much easier than this kludgey system of leap days and leap seconds and other adjustments to compensate. I don't know what that says about God -- nonexistent or just a trouble maker? Or maybe everything was perfectly in tune back when God made the world 6 thousand (or is it 5 billion?) years ago and it's just degraded since then. And don't get me started on Daylight Saving Time...

Decided to stop by and grab this cache with a FTF small group of geocachers after the nearby Leap Year event in the Parker area on a bright and clear late February day. Glad the container wasn't too hard to find since the sun was really bright when we got to the GZ area. Fortunately, all this reflective energy on this beautiful day wasn't able to stop us from making the fast find on the cache and signing the log for the smiley. Really great placement on this container! I can definitely see this tricking people who won't know what to look for. Cache container and log were in great shape when we found them. Thanks OUT14ND3R for placing the cache and being apart of this great group for the find!
